I noticed on the CPU site today that in order for Alberta powerlifters to qualify for Nationals they must also volunteer in some capacity sometime during the year of qualification. Has the MPA thought about incorporating this rule? It sure would make organizing meets a lot easier. Our biggest problem is finding spotters and loaders.

Manitoba has been doing this for years however, you still need a qualifying total to go to Nationals. Unlike Ontario which requires all lifters to lift at the appropriate Provincial Championship, and hit the qualifying total before the Provincial President will sign off on their entry for Nationals. It is written in the Ontario Constitution that way.
In Manitoba (and Alberta I'm assuming) you can obtain your qualifying total at any contest but you do need to participate in some capacity at the local meets. It benefits the less experienced lifters to see the Province's best there in some capacity. Plus, it helps the volunteer base.
As you have realized by now, Manitoba has a much smaller lifter pool to draw from so we need all the help we can get when a contest comes around.
